Problems and issues have been reported to Microsoft by Xbox Live users from North America and Europe. There have been some sign-in issues in Xbox Live recently and Microsoft have said that they are working on the problem and it soon should be resolved.
A proper reason was not provided for the problem by Microsoft, however you can keep a check on the updates here.
